I would also put XXR on the same level as Konig and Rota since they are a manufacturer as well. Konig made a bunch of cheap cast knockoffs too, and Work and SSR made a lot of expensive knockoffs back in the day. Rota is actually a real manufacturer and OEM supplier, their quality is fine despite their aftermarket designs being knockoffs. A handful make low pressure cast or ssf offerings, that would suit an actual mid tier.
The brands in tiers two and three are all pretty much on the same level of quality- inexpensive gravity cast wheels, mostly made en masse in Chinese factories. Having Volk and Rays is redundant, Volk is a Rays brand. WheelPros has the top facilities in the US for wheel manufacturing and Rotiform does fully custom billet wheels just like CCW. I don't see any reason Rotiform wouldn't be tier one.
